The change appears on the city utility billing page, which says the new card fee applies to all credit card payments and is charged by the payment processor rather than by the city itself. E-check payments remain available online for a lower flat fee and repeats existing cutoff times that matter for same-day service requests and accounts at risk of suspension.

For households that already pay utility bills online, the update changes the cost of common payment methods at a time when many families are balancing rent, groceries, back-to-school expenses and late-summer electric bills. A customer who pays by credit card now pays a percentage-based fee, while a customer who pays by e-check pays the flat $1.95 processing fee listed on the city page.

What Changed on Aug. 12

The credit card processing fee took effect Aug. 12, 2026. Under the current terms, every credit card transaction carries a 3.5 percent fee, with a minimum charge of $2.50. The added cost varies by bill size, but smaller payments still carry the $2.50 minimum fee.

Online e-check payments are still available and now cost $1.95 per transaction. For residents who are comparing ways to pay, that makes the e-check option less expensive than a credit card in many routine billing situations, especially when the bill is large enough for the 3.5 percent card fee to rise well above the e-check charge.

The city also makes a point of separating itself from the new card charge. According to the utility billing page, the processing fees are charged and collected by the credit card and payment processor and are not fees imposed by the City of Huntsville. That distinction will matter to customers who notice a higher total than they paid earlier this month and want to know whether the city raised rates or whether the change comes from the payment channel.

The update does not announce any changes to water, wastewater or solid waste rates themselves. Instead, it focuses on payment methods and the additional processing costs associated with certain transactions.

Deadlines That Can Add More Cost

New service requests and accounts suspended for nonpayment must be submitted and paid before 9 a.m. for same-day service.

For customers already on the edge of suspension, the stricter deadline is earlier. The page says any account set for suspension for nonpayment will be charged a $40 fee if it is not paid by 7 a.m. on the morning of suspension. It also warns that payments made through the night drop, phone payment system or website must still be received before 7 a.m. that day to avoid the fee.

That timing matters because a customer who waits until the morning of suspension could be dealing with more than one extra charge at once. Depending on the payment method, the customer could face the $40 suspension fee plus a card-processing charge or the e-check processing fee. For a household already behind, that can make catching up even harder.

The suspension rules are not new, but they give customers a practical checklist alongside the updated payment-fee notice. Residents who want same-day service need to submit requests before 9 a.m. Those trying to stop a scheduled suspension need to act before 7 a.m. Customers choosing a payment method also need to factor in the extra processing cost attached to that option.

How Customers Can Respond

For customers who usually pay by credit card for convenience, the most immediate question is whether the new processor charge changes their routine. The online payment portal, pay-by-phone line and utility billing office are available to customers, while the lower-cost electronic option is an e-check payment at $1.95 per transaction.
